Good question, but question 68 is truly B.

You may want to have a look at ORG 2.3.1 about how to compare Fisher projections. Rule (1) was used to get 67 C. For 68 B, we will use rule (2).

In comparing II and III, keep the common group's position stable (e.g., in this case, do not move COOH), and then we can rotate the other 3 groups in any direction that we want (of course, be consistent). So let's try this with III: Move anticlockwise, Cl moves to CH3, and CH3 moves to H, and H moves on top. We now have a chiral, non-superposable mirror image of II, which is an enantiomer.

Answer B is correct.
