Implication: "Viet" refers to Vietnamese but we don't yet know if it is North or South or rebels. But since they are fighting the French, we know they cannot be "French-supporting" which is answer choice D. Also, the idea that the "Viet Minh" were supported by the "people" does NOT imply North nor South, but it seems quite general as an expression.
More importantly...
Here is the 3rd sentence in the passage which immediately follows the 2 sentences quoted above: "Communist countries aided the rebels, ..."
Who are the rebels that were aided? Given the first 2 sentences, this must refer to the Viet Minh. And thus, answer choice B is the best answer based on the information provided: Vietnamese rebels.
